This paper (and presentation) identifies and discusses the current and upcoming legal and regulatory requirements for the transport and re-gasification of Liquefied Natural Gas (hereinafter “LNG”) in U.S. controlled waters. A comparative analysis is used to highlight the legal and regulatory similarities and differences between traditional ocean shipping and LNG ocean shipping. This comparative approach is applied to ship/terminal construction, safety requirements, manning and operation requirements as well as the business of shipping.
